The Reds wiped out Birmingham City in a 5-0 win last weekend with Carroll absent.
Pardew preferred to focus on his own team's strengths but he reckons that if he was in Dalglish's position he would have a tough decision on his hands whether to play him or not.
When asked over Carroll, Pardew said: "You would expect Andy to start, if fit.
"But they did very, very well without him in the win against Birmingham.
"Kenny's got a bit of a problem.
"I watched the DVD of the Birmingham game, and they were terrific without him."
Suffocating the supply line to the England international will be United's priority in order to starve Carroll of chances in front of goal.
Pardew added: "We know him well, obviously. delivery into the box is right, he's undefendable.
"That's the other part of the game you need to address.
"The deliveries to him are something we'll have to stop.
"Hopefully, we'll have him tied down if he plays.
"If he doesn't play, then the scenario's different altogether - they have to play a different way."
